Key Takeaways

  • From 26 March 2027, paragraph SW 22A.1 of Appendix Skilled Worker requires a main Skilled Worker applicant for indefinite leave to remain (ILR) to show English at CEFR level B2 in speaking and listening, unless an exemption applies. This is confirmed law, laid before Parliament in HC 1691 on 5 March 2026.
  • The Home Office Skilled Worker caseworker guidance (version 20.0, published 3 August 2026) says in section 22.2 that the same applicants need B2 in all four components: reading, writing, speaking and listening. The two documents currently say different things, and the Home Office has not published an explanation.
  • "All four components" is correct for the Skilled Worker visa application itself: since 8 January 2026, SW 7.1 has required B2 in all four, with B1 kept where the most recent Skilled Worker grant was made at B1.
  • The Immigration Rules set the requirement you must meet. Caseworker guidance tells Home Office staff how to apply the Rules and does not change them. The Home Office can still amend the guidance, or the Rules, before 26 March 2027.
  • Every B2 Secure English Language Test (SELT) on the current Home Office approved lists is a four-skill test. Two-skill speaking and listening tests are only approved up to B1, so anyone testing at B2 will sit reading and writing papers as well.
  • If you need a test, aiming for B2 in all four skills (for example 5.5 in each IELTS for UKVI component) meets both the Rules and the caseworker guidance, whichever way the point is settled.
  • A B1 pass from an earlier visa does not carry forward. EL 3.1 of Appendix English Language only accepts English shown "at the level required for their current application", so most people who joined the route before 8 January 2026 will need fresh evidence unless they are exempt.
  • You may need no test at all if you are a national of a majority English-speaking country, hold a degree taught in English, are aged 65 or over, or have a disability that prevents you from meeting the requirement.
  • Partners and adult children settling as Skilled Worker dependants need B1 speaking and listening if they apply before 26 March 2027 and B2 speaking and listening on or after that date (SW 44.1). Appendix Settlement Family Life makes the same change on the family route.
  • Our Indefinite Leave to Remain service checks what English evidence you already hold, whether an exemption applies and the best date to apply, so your ILR application is built on the Rules in force on your application date.

Introduction

If you are a Skilled Worker planning to apply for indefinite leave to remain on or after 26 March 2027, you have probably read that the English requirement is rising to B2. That part is settled. The harder question is which English skills you must prove at B2: only speaking and listening, or reading and writing as well.

Two Home Office documents give different answers. The Immigration Rules, in paragraph SW 22A.1 of Appendix Skilled Worker, say B2 in speaking and listening. The Skilled Worker caseworker guidance, which Home Office decision-makers use, says B2 in all four components. Much of the confusion online comes from mixing up this settlement requirement with the Skilled Worker visa requirement, which really does cover all four skills.

This post sets out what each document says, which parts are confirmed law and which point is unresolved, and why the approved test lists make the gap smaller than it looks. It also covers earlier evidence, exemptions, partners and children, and applications made before 26 March 2027.

Everything below was checked against GOV.UK sources on 16 September 2026. Not sure when you qualify? Start with our free ILR eligibility calculator.

Two Stages, Two Different English Requirements

A Skilled Worker meets an English requirement at two points: the visa application (entry clearance, extension or switch) and, from 26 March 2027, the settlement application. The Rules for each are worded differently.

StageRuleLevelSkills requiredStatus
Skilled Worker visa application (entry clearance or permission to stay)SW 4.1 and SW 7.1, Appendix Skilled WorkerB2, or B1 if your most recent Skilled Worker grant was made at B1All four: reading, writing, speaking and listeningConfirmed law. In force since 8 January 2026
Skilled Worker ILR, application made before 26 March 2027No settlement English paragraph for the main applicantNot applicableNot applicable (the Life in the UK test still applies)Confirmed law as the Rules stand today
Skilled Worker ILR, application made on or after 26 March 2027 (Immigration Rules)SW 22A.1 and SW 22A.2, Appendix Skilled WorkerB2Speaking and listeningConfirmed law. Laid in HC 1691 on 5 March 2026, in force 26 March 2027
Skilled Worker ILR, application made on or after 26 March 2027 (caseworker guidance)Skilled Worker caseworker guidance v20.0, section 22.2B2All four componentsUnresolved. Does not match SW 22A.1

So "B2 in all four skills" is accurate for the visa. Whether it is accurate for ILR depends on which document you read.

What the Immigration Rules Say for ILR From 26 March 2027

The main Skilled Worker applicant: SW 22A.1

Paragraph SW 22A.1 of Appendix Skilled Worker reads:

"Where the date of application is on or after 26 March 2027, the applicant must, unless an exemption applies, show English language ability on the Common European Framework of Reference for Languages in speaking and listening to at least level B2."

SW 22A.2 adds that the requirement is met "as specified in Appendix English Language", which holds the exemptions and the ways to meet it. Three details matter: the trigger is the date of application, not the date your five years end; the only skills named are speaking and listening; and exemptions still apply through EL 1.1.

What the change was designed to do

The HC 1691 explanatory memorandum raises the settlement English requirement to B2 across fourteen appendices. It says the Skilled Worker and Scale-up Rules were amended to apply the language requirement "at settlement stage in addition to the requirements specified for a limited permission", with commencement deferred to 26 March 2027 so people have time to prepare. It does not say which components are required.

What the Caseworker Guidance Says

The Skilled Worker caseworker guidance is the document Home Office decision-makers follow. Section 22.2, headed "English Language ability", reads:

"For any settlement application on or after 26 March 2027, the applicant must demonstrate English language skills equivalent to level B2 of the Common European Framework of References for English language. Applicants must have the required level in all 4 components (reading, writing, speaking and listening)."

The GOV.UK update history shows this wording was added on 8 April 2026, a month after HC 1691 was laid, and was not changed in the updates of 11 May or 3 August 2026. Section 10 of the guidance, on the visa application, also says all four components, which matches SW 7.1. The mismatch is in section 22.2 only.

Rules or Guidance: Which One Applies?

Confirmed law

The Immigration Rules are laid before Parliament and set out the practice for administering the Immigration Act 1971. Caseworker guidance explains how staff apply those Rules. It is not laid before Parliament and cannot add a requirement the Rules do not contain.

On the current wording, the legal requirement for Skilled Worker ILR applications made on or after 26 March 2027 is therefore B2 in speaking and listening, unless an exemption applies. SW 44.1, the SELT page and EL 6.1 all point the same way.

What is unresolved

What is not settled is how the Home Office will treat the difference in practice. The guidance is what caseworkers read when they decide your application. Between now and 26 March 2027, the Home Office could:

  • amend section 22.2 of the guidance so it matches SW 22A.1; or
  • amend SW 22A.1 through a new Statement of Changes so it matches the guidance; or
  • leave both documents as they are.

We do not know which will happen. The Home Office has not, as far as we can find, published any statement explaining why the two documents differ. Any Rules change would have to be laid in a Statement of Changes, which you can follow in the GOV.UK statements of changes collection.

Why the guidance should not be ignored

The Rules take priority, but caseworkers work from the guidance. If your evidence shows B2 in speaking and listening but lower scores in reading and writing, and a caseworker applies section 22.2 as written, you could be refused and left to put it right. Evidence that avoids the question altogether is the safer plan.

The Test Problem: There Is No B2 Speaking and Listening Test

The Home Office publishes two lists of approved SELTs, for tests taken in and outside the UK, on its SELT guidance page. We checked both on 16 September 2026. Two-skill speaking and listening tests (IELTS Life Skills, PTE Home, LanguageCert ESOL SELT Speaking and Listening, Trinity GESE, Skills for English 2 component) are approved only up to B1. Every approved test at B2 is a four-skill test.

Approved B2 testWhere you can take itMinimum score for B2
IELTS for UKVI (IELTS SELT Consortium)In the UK and outside the UK5.5 in each of listening, speaking, reading and writing
PTE Academic UKVI (Pearson)In the UK and outside the UK59 in each of the four skills
LanguageCert Academic SELT or General SELTIn the UK and outside the UK60 in each of the four skills
LanguageCert International ESOL SELT B2 (four skills)In the UK and outside the UK33/50 in each of the four skills
Trinity Integrated Skills in English II (ISE II)In the UK onlyPass in each of the four skills
Skills for English UKVI B2, 4 component (PSI)Outside the UK onlyPass in each of the four skills

That leaves one open question: if you reach B2 in speaking and listening but fall short in reading or writing, is the requirement met? EL 6.1 asks for the required level "in each required component as set out in the relevant route", which points to yes under the Rules. Section 22.2 of the guidance says no. This point is unresolved. If you need a test, aim for B2 in all four skills, and the disagreement cannot affect you.

Timing matters too. Under EL 6.1 the test must have been passed in the two years before your date of application, so a test taken too early can expire before you apply. Our post on which English tests UKVI accepts for ILR after 26 March 2027 covers booking and providers in more depth.

Why an Earlier B1 Pass Will Not Carry Forward

EL 3.1 of Appendix English Language lets you rely on English you have already shown, but only where you showed it "at the level required for their current application, in a previous successful application for entry clearance or permission to stay."

From 26 March 2027 the level required for ILR is B2, so a B1 result from an earlier visa cannot be reused, however recently it was accepted.

Your English historyCan you rely on it for ILR from 26 March 2027?
First Skilled Worker (or Tier 2) visa granted before 8 January 2026 using a B1 SELT, and extended at B1No. B1 is below the level now required. You need new evidence or an exemption
Skilled Worker visa granted from 8 January 2026 using a B2 SELTYes, under EL 3.1, because B2 was shown in a previous successful application
Met English earlier through nationality (EL 4.1) or a degree taught in English (EL 5)Yes. You can meet the requirement again the same way, as neither route depends on a CEFR level
Doctor, dentist, nurse, midwife or vet who met English through a professional body assessment (EL 9.1)Not through EL 9.1. That option only applies to Skilled Worker entry clearance and permission to stay, not to settlement
Dependant partner who never had to show English for their visaNo earlier evidence to rely on. You need B1 or B2 evidence (depending on the application date) or an exemption

This catches most people who came to the UK before 8 January 2026 on a B1 requirement and will reach five years on or after 26 March 2027, and healthcare professionals who relied on a professional body assessment. If you are unsure when your five years end, our guide to when you will be eligible for ILR as a Skilled Worker walks through the calculation, and what counts towards the 5-year ILR qualifying period explains which time counts.

Every Way to Meet or Avoid the B2 Requirement

Here is how each exemption and alternative in Appendix English Language applies to a Skilled Worker ILR application made on or after 26 March 2027.

EL 2.1 refers to EL 3.1 to EL 7.2, but EL 2.3 lists EL 7 for Skilled Worker entry clearance and permission to stay only, and EL 2.4 does not list Skilled Worker settlement. Take advice before relying on this route alone

GOV.UK also has a plain-English summary of these options on its Skilled Worker knowledge of English page, although that page describes the visa application rather than settlement.

Partners and Children

Under SW 44.1, a partner or child settling with a Skilled Worker must, unless exempt, show speaking and listening at B1 if they apply before 26 March 2027 and B2 if they apply on or after that date. Unlike the main applicant, dependants already face a settlement English requirement today; only the level changes. Children under 18 are exempt under EL 1.1(b).

The same change reaches the family route. Appendix Settlement Family Life uses identical wording for partners and parents (SETF 5.1) and children (SETF 15.1) settling on the 10-year basis.

ApplicantILR application before 26 March 2027ILR application on or after 26 March 2027

Because partners often joined on a dependant visa with no English requirement, many will have no earlier evidence at all. Our guides to the new B2 English requirement for settlement and families, ILR for dependants and what happens when your partner joined later cover the wider dependant rules.

Applying for ILR Before 26 March 2027

If you apply before 26 March 2027, the position is different, and it is confirmed law as the Rules stand today.

SW 22A.1 only applies where the date of application is on or after 26 March 2027, and Appendix Skilled Worker has no other settlement English paragraph for the main applicant. SW 23.1 points to Appendix KOL UK, which currently covers the Life in the UK test only and contains no English requirement. The HC 1691 explanatory memorandum describes the 2027 change as adding a language requirement "at settlement stage" for Skilled Workers, which confirms there is none there now.

So a main applicant who applies before 26 March 2027 must still pass the Life in the UK test and meet the qualifying period, salary and other settlement rules, but does not show English again. Partners and adult children still need B1 speaking and listening under SW 44.1(a). Missing the date by a few days could move you from no English requirement to B2. Our post on the 2026 ILR salary thresholds covers the other settlement requirement people most often get wrong at the last minute, and the wider settlement reform picture is in our post on the earned settlement plan and the B2 English decision.

What to Do Now

These steps protect you whichever way section 22.2 is resolved.

  • Find your application date with the ILR eligibility calculator.
  • Check for an exemption or alternative first: nationality, a degree taught in English, age or disability.
  • Check your earlier evidence. If it was B1, it will not carry forward.
  • If you need a test, aim for B2 in all four components, and take it within two years of your application date.
  • Plan for your partner and adult children at B1 before 26 March 2027 and B2 from that date.
  • Recheck SW 22A.1 and section 22.2 shortly before you submit.

Conclusion

On the current wording of the Immigration Rules, a Skilled Worker applying for ILR on or after 26 March 2027 must show B2 English in speaking and listening, unless an exemption applies. That is confirmed law. The caseworker guidance says all four components, and that difference is unresolved until the Home Office changes one document or the other, or explains its position.

In practice the gap is narrow. Every approved B2 test covers all four skills, so aiming for B2 across the board removes the risk. Check first whether nationality, a degree, age or disability means you need no test, and remember that an earlier B1 pass will not count. If you can apply before 26 March 2027, the main applicant has no settlement English requirement in the Rules today, though partners and adult children still need B1 speaking and listening.

Do I need B2 English in all four skills for Skilled Worker ILR?

Under the Immigration Rules as they stand, no. SW 22A.1 requires B2 in speaking and listening for ILR applications made on or after 26 March 2027. The Skilled Worker caseworker guidance says all four components, so the point is unresolved in practice. If you need a test, aiming for B2 in all four skills meets both.

Is there a B2 speaking and listening test I can book?

Not at the moment. On the Home Office approved SELT lists checked on 16 September 2026, two-skill speaking and listening tests are only approved up to B1. Every approved B2 test, including IELTS for UKVI, PTE Academic UKVI and LanguageCert Academic SELT, covers all four skills.

What IELTS score do I need for B2 at ILR?

For IELTS for UKVI, B2 means 5.5 in each of listening, speaking, reading and writing. That meets both the Rules and the guidance.

Can I reuse the B1 English test from my Skilled Worker visa?

No. EL 3.1 only lets you rely on English shown at the level required for your current application. From 26 March 2027 that level is B2, so a B1 result does not count, and a SELT must also have been passed within two years before your application under EL 6.1.

I am applying for ILR before 26 March 2027. Do I need to prove English?

If you are the main Skilled Worker applicant, the current Rules contain no settlement English requirement for applications made before 26 March 2027, but you must still pass the Life in the UK test. Partners and children aged 18 or over applying as dependants still need B1 speaking and listening under SW 44.1(a).

Does my degree mean I do not need an English test?

It can. A UK bachelor's, master's or doctorate meets the requirement. An overseas degree-level qualification taught or researched in English also does, with confirmation from Ecctis that it meets the UK standard.

Who is exempt from the B2 English requirement for ILR?

Under EL 1.1, you are exempt if you are 65 or over or under 18 on the date of application, or if a physical or mental condition prevents you from meeting the requirement. Partners, parents and dependent children over 18 with 15 years' residence may qualify under the extra conditions in EL 1.1(d).

Does the B2 change apply to my partner and children?

Yes. Under SW 44.1, a partner or child of a Skilled Worker applying for settlement needs B1 speaking and listening before 26 March 2027 and B2 speaking and listening on or after. Children under 18 are exempt. Appendix Settlement Family Life makes the same change for partners, parents and children on the family route.

Can nurses and doctors rely on their OET or professional body English test for ILR?

Not under EL 9.1, which only covers Skilled Worker entry clearance and permission to stay. For ILR you need another route, such as a SELT, a degree taught in English, nationality or an exemption.

Could the requirement change again before 26 March 2027?

It could. The Home Office may amend the guidance or lay a Statement of Changes amending SW 22A.1. Neither had happened by 16 September 2026, so check both shortly before you apply.
