| IMPORTANT: For Skilled Worker settlement applications made on or after 26 March 2027, the Immigration Rules require English at level B2 in speaking and listening. The Home Office caseworker guidance says all four components, which goes further than the Rules. Every approved B2 test covers all four skills, so if you take a test, aim for B2 in all four. If you can apply before that date, the lower requirement applies. |
Key Takeaways
- Where a Skilled Worker applies for settlement on or after 26 March 2027, the Immigration Rules require English at B2 level (upper intermediate) in speaking and listening, unless an exemption applies. The Skilled Worker caseworker guidance says all four components, which goes further than the Rules.
- This is a significant increase from the B1 level that most Skilled Workers needed when they first applied for their visa.
- If your Skilled Worker visa was granted at B2, the level for new Skilled Worker applicants since 8 January 2026, you have already met the requirement and do not need another test. An extension granted at B1 does not count.
- An expired B2 English certificate can still be used for settlement if it was accepted for a previous UK immigration application and is on the current approved list.
- Partners and adult children on a work route need B2 in speaking and listening when they apply for settlement on or after 26 March 2027. Before that date they need B1 in speaking and listening.
- Several exemptions exist, including for those aged 65 or over or under 18, those with certain medical conditions, nationals of majority English-speaking countries, UK graduates, and those with English-taught degrees verified by Ecctis.
- Only UKVI-approved Secure English Language Tests (SELTs) are accepted. Standard IELTS Academic, standard Pearson PTE, Duolingo, TOEFL, and Cambridge English qualifications are not accepted.
- If you are eligible to apply for ILR before 26 March 2027, act now. You have a genuine opportunity to settle under the existing, less demanding rules.
Introduction
If you are living and working in the UK on a Skilled Worker visa and beginning to think about your path to settlement, there is a significant rule change you need to understand. For settlement applications made on or after 26 March 2027, the English language standard on most work routes is B2. For Skilled Workers, the Immigration Rules require it in speaking and listening. The caseworker guidance says all four components (reading, writing, speaking and listening), and the two have not been reconciled.
This is a more demanding requirement than many people initially expect, and it affects not just the main applicant but potentially the whole family too. However, many people will find they are already covered or fully exempt, and for those who are eligible to apply before March 2027, there is still a valuable window of opportunity to settle under the current rules.
This guide explains exactly what the new requirement means, who it affects, who is exempt, and the steps you should be taking right now. For more background on recent UK immigration changes, take a look at our WorkPermitCloud blogs.
What Is the New B2 English Requirement?
The Common European Framework of Reference for Languages (CEFR) is the internationally recognised standard for measuring language ability. B1 is intermediate level and B2 is upper intermediate. A Skilled Worker who applies for settlement before 26 March 2027 has no separate English requirement at that stage, and partners and adult children need B1 in speaking and listening. For applications made on or after 26 March 2027, the level is B2 in speaking and listening.
Paragraph SW 22A.1 of Appendix Skilled Worker requires English "in speaking and listening to at least level B2". Section 22.2 of the Home Office's Skilled Worker caseworker guidance says applicants must have the required level in all four components, which goes further than the Rules. The Rules set the legal requirement. In practice every approved B2 test covers all four skills, so if you take a test, aiming for B2 in all four satisfies both readings. Our guide to B2 English for Skilled Worker ILR explains the conflict in full.
B2 applies to settlement applications made on or after 26 March 2027 by main applicants on the Skilled Worker, Scale-up, Global Talent, International Sportsperson, Representative of an Overseas Business and UK Ancestry routes, and by partners and adult children settling with a worker on a work route. The Innovator Founder and T2 Minister of Religion appendices set no English requirement for the main applicant at settlement. Our Indefinite Leave to Remain and Settlement guide lists the English requirement for every route.
| CEFR Level | Description | Required Components | Applies From |
| B1 | Intermediate | Speaking and listening | Partners and adult children applying for settlement before 26 March 2027. Skilled Worker main applicants have no English requirement at settlement before that date |
| B2 | Upper Intermediate | Speaking and listening under the Rules. All four under the caseworker guidance | Settlement applications from 26 March 2027 onwards |
Do You Already Meet the B2 Requirement?
Not everyone will need to take a new English test. Whether you already meet B2 will depend on the level your Skilled Worker visa was granted at.
Skilled Worker Visa Granted at B2
B2 in all four components has been the level for new Skilled Worker applicants since 8 January 2026. If your visa was granted at that level, you have already shown B2 in reading, writing, speaking and listening, and you will not need another test when you apply for settlement. Check your own grant. A Skilled Worker extending after 8 January 2026 whose previous permission was granted at B1 only needed B1, and that does not meet a B2 requirement.
Skilled Worker Visa Granted at B1
If your visa was granted at B1, you will need to check whether you already hold B2 evidence, at least in speaking and listening. If you submitted qualifying B2 evidence for a previous UK immigration application and that evidence was accepted at the time, you may be able to reuse it for your settlement application.
Importantly, you do not need to hold an unexpired certificate. Under Home Office guidance, an expired English language qualification can still be used for settlement provided it appears on the current list of recognised tests and was accepted for a previous UK immigration application. This is a point that many people overlook and could save them from sitting an unnecessary test.
Who Is Exempt From the English Language Requirement?
A number of exemptions exist, and it is always worth checking whether any apply to you before booking a test. The full exemptions are set out on the Prove your knowledge of English for citizenship and settling section of GOV.UK.
Age: 65 or Over
You are exempt if you are aged 65 or over, or under 18, on the date you apply for settlement.
Long-Term Physical or Mental Condition
If a long-term condition prevents you from meeting the English language requirement, you can apply for an exemption. You will need a completed exemption form from a registered doctor, along with original copies of relevant current medical reports.
Nationals of Majority English-Speaking Countries
If you are a national of a country on the Home Office's approved exempt list, you do not need to prove your English at all. The full list is published on GOV.UK and currently includes the following countries:
| Exempt Country | Exempt Country | Exempt Country |
| USA | Australia | Canada |
| New Zealand | Jamaica | Antigua and Barbuda |
| The Bahamas | Barbados | Belize |
| Dominica | Grenada | Guyana |
| St Kitts and Nevis | St Lucia | St Vincent and the Grenadines |
| Trinidad and Tobago | Malta | British overseas territories |
GOV.UK's list also includes Ireland, but for citizenship applications only.
Even if English is an official language in your home country, you will still need to demonstrate English proficiency if your country does not appear on this list.
UK Graduates
If you hold a degree awarded by a UK institution, your degree itself serves as proof of English language ability, and you will not need to sit a separate test.
Degrees Taught in English From Overseas Institutions
If your degree was taught entirely in English but was awarded by an institution outside the UK, you will need an assessment from Ecctis (formerly UK NARIC) confirming that your qualification is equivalent to a UK bachelor's degree or higher and was taught in English. If you have already been assessed by Ecctis, you can use your existing certificate. See the GOV.UK guidance on degrees in English for further details.
Other Settlement Exemptions
Further exemptions apply to those settling as victims of domestic violence, surviving spouses of British citizens, refugees, those with discretionary leave or humanitarian protection, and Commonwealth citizens discharged from HM Forces, among others. The full list is available on GOV.UK.
What About Dependants?
This is where many families are caught off guard. When dependants originally came to the UK on a work route, whether as a spouse, partner, or adult child, they were not required to pass any English test. That changes at the settlement stage.
Partners and children aged 18 or over who apply for settlement before 26 March 2027 must show B1 in speaking and listening. Those who apply on or after 26 March 2027 must show B2 in speaking and listening. The Rules do not require reading and writing from dependants at settlement.
This is something many families are not yet aware of, and preparation should begin well in advance. If any of your family members are approaching the point of a settlement application, it is important to check whether they need to sit a test or whether any exemptions apply to them.
Which English Language Tests Are Accepted?
If you do need to take a test, it must be a Secure English Language Test (SELT) from an approved provider. The Home Office maintains an official list of approved SELTs on GOV.UK. The currently approved providers are:
| Provider | Accepted Test(s) |
| IELTS for UKVI | IELTS for UKVI (Academic or General Training) or IELTS Life Skills |
| LanguageCert | LanguageCert International ESOL SELT, LanguageCert Academic SELT or LanguageCert General SELT |
| Pearson | PTE Academic UKVI or PTE Home |
| Trinity College London | Graded Examinations in Spoken English (GESE) or Integrated Skills in English (ISE) |
| PSI Services (UK) Ltd | Skills for English UKVI (tests taken outside the UK only) |
Every approved test at B2 covers all four skills. Tests that cover speaking and listening only are approved up to B1.
Tests That Are NOT Accepted
The following are commonly mistaken as acceptable but will result in your application being refused:
- Standard IELTS Academic or IELTS General Training (not the UKVI-approved version)
- Standard Pearson PTE Academic (not the UKVI version)
- Duolingo English Test
- TOEFL iBT
- Cambridge English qualifications such as B2 First, C1 Advanced (CAE) or C2 Proficiency (CPE)
Always book through the official UKVI-approved booking portal for your chosen provider, and ensure you receive a certificate that can be verified online. Using the wrong version of a test will cause your application to be refused, and there is no route for appeal on this ground.
Can You Use an Expired English Language Certificate?
Yes, in certain circumstances. Some English language qualifications carry a two-year validity period, and many applicants assume an expired certificate is worthless. That is not necessarily the case.
For settlement applications, you may use an expired B1, B2, C1, or C2 qualification if both of the following conditions are met: the test must be on the current list of recognised tests, and it must have been accepted for a previous UK immigration application, such as when your original visa or an extension was granted. The earlier result must also be at the level your settlement application now needs. A B1 result accepted for an earlier visa does not meet a B2 requirement.
If both conditions are met, you do not need to sit the test again. This is particularly relevant for Skilled Workers who demonstrated B2 across all four components for their initial visa application and whose certificate has since lapsed.
Your Golden Window: Why Timing Matters
| If you are eligible to apply for ILR before 26 March 2027, you have a genuine opportunity to settle under the current, less demanding rules. A Skilled Worker who applies before that date has no English requirement at the settlement stage, and a partner or adult child needs B1 in speaking and listening. For applications made on or after that date, B2 applies. The earliest you can apply is 28 days before your five years are complete. |
Most Skilled Workers need five years of continuous residence before they can apply for settlement. If your five-year anniversary falls before 26 March 2027, or if you are already past it, you should seriously consider submitting your application as soon as possible.
The same logic applies to eligible dependants. If your family members are in a position to apply before the deadline, early preparation could spare them from having to sit the new B2 speaking and listening test. They will still need B1 in speaking and listening.
This is not a decision to leave until the last minute. Applications require preparation, document gathering, and, in many cases, specialist advice. The sooner you start, the more options you have.
What Happens If You Apply After 26 March 2027?
If your settlement application is submitted on or after 26 March 2027, it will be assessed against the B2 requirement. You will need to provide evidence that you meet this standard, whether through a UKVI-approved SELT, an accepted prior qualification, or an applicable exemption.
Planning early is the most effective way to avoid delays or refusals. If you are not yet eligible to apply but are approaching your qualifying period, now is the time to review your English language evidence and speak to an adviser about what steps you may need to take.
Summary: Who Needs to Do What?
| Your Situation | Action Required |
| Skilled Worker visa granted at B2 (new applicants since 8 Jan 2026) | Already meets B2. No new test needed. |
| Skilled Worker visa granted at B1, but B2 evidence accepted in an earlier application | May reuse prior evidence if it is on the current approved list |
| Skilled Worker visa granted at B1, only B1 evidence held | Needs B2 evidence in speaking and listening for an application made on or after 26 Mar 2027, unless exempt. Every approved B2 test covers all four skills |
| Eligible for ILR before 26 March 2027 | Apply before 26 March 2027. No English requirement at settlement for the Skilled Worker, and B1 in speaking and listening for a partner or adult child. |
| Dependant family members (18+) applying for settlement from 26 Mar 2027 | Must demonstrate B2 in speaking and listening only |
| Aged 65 or over, or under 18 | Exempt. No test required. |
| Long-term physical/mental condition | Exempt with completed doctor's exemption form |
| National of an exempt majority English-speaking country | Exempt. No test required. |
| UK graduate or English-taught degree verified by Ecctis | Exempt. Degree serves as evidence. |
Conclusion
The new B2 English language requirement for UK settlement is a substantial change, and one that catches many Skilled Workers and their families by surprise. Under the Immigration Rules the requirement is B2 in speaking and listening, it extends to partners and adult children, and it applies to settlement applications made on or after 26 March 2027.
The most important actions to take right now are: find out whether you already meet B2, check whether any exemptions apply to you or your family, and if you are eligible to apply before March 2027, seriously consider doing so while the current rules still apply.
