Key Takeaways

  • A bachelor’s or master’s graduate who applies before 1 January 2027 gets 2 years. Paragraph GR 8.1 of Appendix Graduate grants 2 years where the application is made before 1 January 2027 and 18 months where it is made on or after that date, while a PhD or other doctorate gets 3 years either way. This is confirmed law, set by Statement of Changes HC 1333 and unchanged on 26 October 2026.
  • The date you apply decides it, not the date you finish or graduate. Completing your course, getting your results or attending your ceremony in 2026 does not secure 2 years on its own. Only an application submitted online by 31 December 2026 does.
  • You cannot validly apply until your university has told the Home Office you passed. GR 4.3 requires your sponsor to have notified the Home Office of your successful completion by the date of application, and the Student sponsor guidance sets no deadline for making that report.
  • September 2025 one-year master’s students have the tightest window. Universities often confirm these awards in late November or December, so the gap between the completion report and 31 December can be a few weeks, with university Christmas closures in the middle of it.
  • One-year master’s students who started in January 2026 will get 18 months. Their courses run into 2027, so they cannot complete, be reported and apply before 1 January 2027, and two-year master’s courses that began in September 2025 are in the same position.
  • Waiting for a late report is only safe while your Student permission lasts. You must apply from inside the UK before your Student permission expires, and if it runs out first you can lose the Graduate route altogether, not just the extra 6 months, unless the narrow 14-day overstayer exception applies.
  • The 2-year visa costs a main applicant £3,007, against £2,489.50 for 18 months. Both carry the £937 application fee, unchanged in the Home Office fees table from 8 October 2026, and the healthcare surcharge is £2,070 for 2 years or £1,552.50 for 18 months.
  • A decision that arrives in February 2027 still gives you 2 full years. Permission runs from the date of decision, so waiting over Christmas costs nothing, but travelling outside the UK, Ireland, the Channel Islands or the Isle of Man before a decision withdraws your application under paragraph 34K.
  • If your university will not report until January, you will get 18 months, and a Skilled Worker switch may be the stronger plan. A Student on a full-time degree course with a track-record university can apply to switch before the course is complete, provided the Certificate of Sponsorship starts no earlier than the course completion date (SW 1.5A).
  • WorkPermitCloud prepares your Graduate application so it can go in the day your report is made. Our Graduate visa service checks your Student permission dates, your completion report and your family’s position, then prepares everything for submission before 31 December 2026.

Introduction

From 1 January 2027, a bachelor’s or master’s graduate who applies for the Graduate visa will be given 18 months in the UK instead of 2 years. That much has been public since October 2025. What many students have not been told is where the line falls. It turns on the day the online application is submitted, and you can only submit a valid application after your university has reported your successful completion to the Home Office.

This post settles who can still get 2 years, what has to be in place before you can apply, and what to do if your university is slow to report. It is written for students finishing UK degrees now, and in particular for the September 2025 one-year master’s intake whose results arrive in November and December. If you want the background to the change itself, our earlier post on the Graduate visa reduction to 18 months covers it.

Everything here is confirmed law, not a proposal. The rule is paragraph GR 8.1 of Appendix Graduate, inserted by Statement of Changes HC 1333 and unchanged in the version of the Appendix last updated on 3 August 2026. No proposal to move the date has been published, and no new Statement of Changes has been laid since HC 584 on 3 September 2026. We checked every rule, fee and guidance document below against GOV.UK on 26 October 2026.

The Position on 26 October 2026

StatusWhat it means for the 1 January 2027 cut-off
Confirmed lawGR 8.1 of Appendix Graduate: 2 years for applications made before 1 January 2027, 18 months on or after, 3 years for a PhD or other doctorate. Inserted by HC 1333 (laid 14 October 2025). The Appendix was last updated on 3 August 2026 (HC 259) and the grant periods did not change.
ProposedNothing. No published proposal would move the date, soften the cut-off or change the 18-month figure.
PendingNothing. The Statement of Changes collection shows HC 584 (3 September 2026) as the latest statement, and HC 584 did not amend Appendix Graduate. Our HC 584 explainer covers what it did change.

The Rule: 2 Years, 18 Months or 3 Years

Paragraph GR 8.1 sets the length of every Graduate grant. It depends on two things only: the level of the qualification you completed, and the date your application is made. The period is counted from the date of decision, not the date you apply.

Qualification completedApplication made before 1 January 2027Application made on or after 1 January 2027
PhD or other doctoral qualification3 years3 years
UK bachelor’s degree2 years18 months
UK master’s degree (taught or research)2 years18 months
Other relevant qualification (for example the PGCE, PGDE, Legal Practice Course, Bar course or an approved law conversion course)2 years18 months

GOV.UK’s Graduate visa page puts the same rule the other way round: 2 years if you apply on or before 31 December 2026, and 18 months if you apply on or after 1 January 2027. Both versions mean that 31 December 2026 is the last day to apply for 2 years.

What Does Not Count

None of the dates students usually focus on decide the length of the grant. The course end date on your Confirmation of Acceptance for Studies (CAS), the date your marks are published, the date of your award, your graduation ceremony and the date the Home Office makes its decision are all irrelevant to GR 8.1. A student who finished in September 2026 but applies on 4 January 2027 gets 18 months.

There is one narrow point on doctorates. The Graduate caseworker guidance (version 6.0, published 3 August 2026) says that a student whose CAS was for an integrated PhD, but who completes only the lower postgraduate qualification, is granted 18 months if the application is made on or after 1 January 2027. The 3-year grant follows the doctorate, not the CAS.

You also only get one go. Paragraph GR 1.4 bars anyone who has already held Graduate permission, or permission under the old Doctorate Extension Scheme, so there is no way to take 18 months now and top it up later.

The Completion Report: Why You Cannot Apply the Day You Finish

The Graduate route has two completion tests, and they are easy to confuse. GR 4.2 requires you to have successfully completed the course you were sponsored for. GR 4.3 goes further: your university, as your Student sponsor, must have notified the Home Office by the date of application that you successfully completed it. Passing is not enough. The Home Office must already have the university’s report on your record.

Universities usually send these reports in bulk uploads. Before they can do so, they must satisfy themselves that you completed the course, that the qualification is one the route accepts and that you met the study in the UK requirement. Document 2 of the Student sponsor guidance (version 10/2026, in use from 8 October 2026) sets out that duty, and it also says the report need not be made the moment results are known. In other words, there is no deadline that forces your university to report before 31 December.

That is why timing is the real risk this year. Marks have to be ratified by an exam board before an award exists, and only then does the reporting run happen. Some universities publish their timetable. UCL, for example, says on its Graduate route page (checked on 26 October 2026) that it expects to start reporting most postgraduate taught completions from late November. For a one-year master’s that began in September 2025, the usable window can therefore be from late November to 31 December, minus the days the university is closed over Christmas.

The good news is that you do not have to wait for a ceremony or a certificate. GOV.UK says you can apply once your university has told the Home Office you have successfully completed, even if you have not yet graduated.

What to Ask Your University Now

Write to your international student or visa team rather than relying on a general announcement, and keep the reply. Ask them:

  • When the exam board will confirm your award, and when the completion report for your course will be sent to the Home Office
  • How they will tell you the report has been made (most send an email, and many say not to apply before it arrives)
  • The date of their last reporting run before the Christmas closure, and when the office reopens in January
  • Your CAS number, which you need for the application
  • Whether anything on your record could delay the report, such as an outstanding resit, a late dissertation or an unpaid fee hold on results

It is also worth checking the register of licensed Student sponsors. GR 4.1 requires your university to be a higher education provider with a track record of compliance on the date you apply, which shows on the register as “Student Sponsor - Track Record”.

Why You Should Not Apply Before the Report

The caseworker guidance gives some cushion for a missing record, but not much. Version 6.0 tells caseworkers that if no notification has arrived but the CAS shows a qualifying course, they must not refuse an application that would otherwise be granted, and should instead contact the university to confirm completion.

That protects a student whose completion is real but whose report has gone astray. It does not help a student who applies before the course is actually complete. If your marks have not been ratified, or a resit is still outstanding, you have not met GR 4.2 on the date of application and the application should be refused. The University of Reading, for one, tells its students that an application made before results and notification would be correctly refused. A refusal costs you the £937 fee (the healthcare surcharge is refunded), carries only administrative review rather than an appeal, and any fresh application made after 1 January 2027 gets 18 months. Wait for the report, then apply the same day or the next.

Will I Get 2 Years? Your Position by Cohort

This table applies the rule to the groups we are hearing from most. It assumes you are applying from inside the UK with Student permission that is still running.

Your situationLikely grantWhat decides it
One-year master’s that started in September 20252 years if you apply by 31 December 2026Whether your award is confirmed and reported in time. Many awards land in late November or December, so apply as soon as the report is made.
One-year master’s that started in January 202618 monthsThe course runs into 2027, so it cannot be completed, reported and followed by an application before 1 January 2027.
Undergraduate who finished in summer 2026 and still has Student permission2 yearsYour Student permission is likely to end soon, often in October or November 2026 for a June finish. Apply now, before it expires.
Student with a resit, referral, deferred dissertation or extension2 years only if everything lands in 2026The resit must be passed, the award confirmed and reported, and the application made by 31 December 2026, all while Student permission lasts. Otherwise 18 months, or no Graduate route at all if permission expires first.
Two-year master’s that started in September 202518 monthsThe course ends in 2027. A two-year master’s that started in September 2024 and finished in 2026 is in the same position as the undergraduate row above.
PhD or other doctorate3 years either wayThe cut-off does not apply. An integrated PhD student who leaves with the lower master’s award is treated as a master’s graduate.
Already held Graduate permission or the Doctorate Extension SchemeNot eligibleGR 1.4 allows only one Graduate grant.

How Long Your Student Permission Lasts

Your Student permission ends a fixed time after the course end date on your CAS. Under ST 25.3 of Appendix Student, a course of 12 months or longer carries 4 months after the end date, and a course of at least 6 months but under 12 months carries 2 months. So a 12-month master’s with a course end date of 30 September 2026 usually has Student permission until around the end of January 2027, which is why a late report still leaves many master’s students able to apply, but only for 18 months.

Do not work this out from memory. Sign in to your UKVI account and read the expiry date on your eVisa. If you still rely on a biometric residence permit, GOV.UK says it can be used to prove your Student visa until 31 December 2026 at the latest. Our eVisa and digital status guidance explains how to view and share your status.

When Your Application Counts as Made

For an online application with no fee waiver request, paragraph 34G(3) of Part 1 of the Immigration Rules makes the date of application the date the online application is submitted. Paying the £937 fee and the healthcare surcharge is part of submitting it, because GR 1.2 makes both a validity requirement.

Proving your identity usually comes after you submit. Most applicants use the UK Immigration: ID Check app; some need a UK Visa and Citizenship Application Services (UKVCAS) appointment. An appointment that falls in January does not move your date of application back. GR 1.2 does, however, require you to provide biometrics when asked, and an application that fails a validity requirement can be rejected as invalid, so book the earliest slot you are offered and attend it.

GOV.UK says most applicants get a decision within 8 weeks. Because GR 8.1 counts the grant from the date of decision, an application submitted on 30 December 2026 and decided on 20 February 2027 gives you 2 years from 20 February 2027. A pending application over Christmas does not shorten anything.

Do not leave submission to the final day if you can avoid it. A declined card, a missing CAS number or a passport that has expired are all fixable on 15 December and fatal on 31 December. If your report arrives on 30 December, submit that day.

What It Costs: 2 Years Against 18 Months

The Graduate application fee is £937 for the main applicant and for each dependant, in the Home Office fees table from 8 October 2026, unchanged from April 2026. The Immigration Health Surcharge is £1,035 a year for Graduate applicants and adult dependants, and £776 a year for anyone under 18 when they apply. For a grant of more than a year but no more than 18 months, you pay one year plus half a year.

Who is applying2 years (apply by 31 December 2026)18 months (apply from 1 January 2027)Extra cost of the 2-year grant
Main applicant£937 + £2,070 = £3,007£937 + £1,552.50 = £2,489.50£517.50
Partner£937 + £2,070 = £3,007£937 + £1,552.50 = £2,489.50£517.50
Child under 18 at the date of application£937 + £1,552 = £2,489£937 + £1,164 = £2,101£388
PhD graduate (3 years either way)£937 + £3,105 = £4,042£937 + £3,105 = £4,042None

For a main applicant, the extra 6 months cost £517.50 in surcharge, about £86 a month, and the fee is the same either way. GOV.UK’s Graduate visa cost page gives the same surcharge figures. To price your whole family, use our free IHS and visa fee calculator. If the application is refused, the surcharge is refunded in full but the fee is not.

Bringing Your Partner and Children

Only family members already in the UK as your dependants can come with you onto the Graduate route. Under GR 9.4A your partner and children must have, or have last had, permission as the dependants of your Student visa, apart from children born in the UK during your Student permission. A new partner or a child abroad cannot join you as a Graduate dependant.

Each family member applies separately from inside the UK, quoting the application number you receive when you apply, and pays their own fee and surcharge. Under GR 16.1 and GR 16.2 their permission ends on the same date as yours, so their grant follows yours: if you secure 2 years, so do they. Each of them must still apply while their own permission is valid, so the simplest course is for the whole family to apply in the same sitting. The rules on UK-born children changed on 3 August 2026, and our post on Graduate dependants and UK-born children under HC 259 explains them.

The Rules While Your Application Is Pending

Stay in the UK, Ireland, the Channel Islands or the Isle of Man

Paragraph 34K of Part 1 treats an undecided application as withdrawn on the day you leave the Common Travel Area. For many students that rules out a trip home over Christmas once the application is in. If you must travel, take advice before you apply, because you must also be in the UK on the day you submit.

Your Student Permission Carries On

If your Student permission expires while the application is undecided, section 3C of the Immigration Act 1971 extends it until the decision, and through any administrative review. It lapses if you leave the UK. Section 3C also stops you making a second, different application while it applies.

Working While You Wait

Your Student work conditions continue. The Student sponsor guidance treats the period after your course ends as a vacation, so full-time work is allowed then. In addition, ST 26.6 of Appendix Student lets you start a full-time permanent job once you have successfully completed your course and made your Graduate application while holding Student permission, provided you studied at degree level or above with a track-record university. Self-employment has to wait for the Graduate grant itself.

If Your Student Permission Ends Before the Report Arrives

This is the worst outcome, because GR 1.2 requires you to apply from inside the UK and GOV.UK tells you to apply before your Student visa expires. The only safety valve is the overstayer exception in Part Suitability (SUI 13.1), which covers an application made within 14 days of permission expiring where there was a good reason beyond your control. Whether a university’s slow report counts is a judgement for the caseworker, and you would be without permission in the meantime. Do not plan around it. If your permission ends before your university’s expected reporting date, raise it with them in writing now and take advice.

If Your University Will Not Report Until January

If the report will not be made until January 2027, you will get 18 months. GR 8.1 gives the Home Office no discretion, and there is no extension for students whose universities reported late. Apply as soon as the report is made, while your Student permission is still running, and plan to use the 18 months well.

For some students a Skilled Worker application is the better move, and it does not depend on the completion report. Under SW 1.5A Condition B, a Student on a full-time degree-level course with a track-record university can apply to switch before completing the course, as long as the Certificate of Sponsorship starts no earlier than the course completion date. ST 26.6 then allows the job to start up to 3 months before the course completion date while the application is pending. The job still has to meet the skill and salary rules, and many graduates qualify for the lower new entrant rates, explained in our post on the new entrant Skilled Worker rules.

To see whether a sponsored role is realistic for you, use our sponsored job eligibility check, then read our guide to switching from the Graduate visa to a Skilled Worker visa, which covers the process in detail. If you are already on an 18-month grant and it is running down, our post on what to do when a Graduate visa is expiring sets out the options.

Your Dated Action List

WhenWhat to do
Now (late October 2026)Check your Student permission end date in your UKVI account, and your partner’s and children’s. Find your CAS number. Ask your university in writing when your completion will be reported, how you will be told, and its Christmas closure dates. Check your passport will still be valid.
Early NovemberChase your exam board date. Gather your documents: passport, CAS number, any written consent from a government or international scholarship body that paid both fees and living costs in the last 12 months (GR 1.5), and your marriage or birth certificates for dependants. Check the ID Check app can read your identity document.
The day the report email arrivesApply online that day or the next. Pay the £937 fee and the surcharge, complete the identity step straight away, and have your family apply using your application number.
By mid-DecemberIf there is still no report, escalate in writing and ask for the last reporting date before closure. If the report will slip into January, get advice on whether a Skilled Worker switch suits you better than 18 months.
By 31 December 2026Last day to submit for 2 years. Once submitted, do not travel outside the UK, Ireland, the Channel Islands or the Isle of Man until you have a decision.

Conclusion

The 1 January 2027 cut-off is simple to state and easy to miss. Two years goes to bachelor’s and master’s graduates whose applications are made by 31 December 2026, and the application can only be made once the university has reported your completion to the Home Office. Finishing, passing or graduating in 2026 is not enough on its own.

For most students the risk is not eligibility but timing. Ask your university when it will report, have every document ready before your results arrive, keep an eye on your own Student permission end date, and submit the day the report is made. If your report will come too late, decide early whether 18 months or a Skilled Worker switch serves you better. Our Graduate and student switching guidance covers the wider route.

Can I still get a 2-year Graduate visa?

Yes, if you have completed a UK bachelor’s or master’s degree, or another eligible qualification, and your application is made before 1 January 2027. Your university must already have reported your successful completion to the Home Office when you apply, and you must still hold Student permission and be in the UK. A PhD gets 3 years whenever you apply.

Is it my graduation date or my application date that decides how long I get?

Your application date. GR 8.1 of Appendix Graduate looks only at whether the application was made before 1 January 2027. Your course end date, your award date and your graduation ceremony do not count, so graduating in 2026 and applying in January 2027 gives you 18 months.

My master’s ended in September 2026 but my results come out in December. Will I get 2 years?

You can, provided the university reports your completion to the Home Office in December and you submit your application by 31 December 2026. Ask the university now when its reporting run will be and how it will tell you, and have your documents ready so you can apply the day the report is made.

Can I apply before my university reports my completion?

You should not. GR 4.3 requires the report to be in place by the date of application. The caseworker guidance tells caseworkers to check with the university rather than refuse where a report is simply missing, but if your course was not actually complete when you applied, the application is likely to be refused and you would lose the £937 fee.

How do I know my university has told the Home Office?

Most universities email students once the completion report has been made, and many tell students not to apply until that email arrives. If you are unsure, ask your international student team directly. GOV.UK also advises asking your education provider if you are not sure whether it has told the Home Office.

I started a one-year master’s in January 2026. Can I get 2 years?

In practice, no. Your course runs into 2027, so it cannot be completed and reported in time for an application before 1 January 2027. You will be granted 18 months, and you may want to plan a Skilled Worker switch within that period.

If I apply on 31 December and the decision comes in March, do I still get 2 years?

Yes. The grant length is fixed by the date you applied, and the 2 years are counted from the date of decision. A decision in March 2027 on an application made on 31 December 2026 gives you 2 years from that March decision.

How much does a 2-year Graduate visa cost compared with 18 months?

The application fee is £937 either way. The Immigration Health Surcharge is £2,070 for 2 years and £1,552.50 for 18 months, so a main applicant pays £3,007 for 2 years or £2,489.50 for 18 months. Each dependant pays their own fee and surcharge, at a lower surcharge rate for children under 18.

Can I travel home for Christmas after I apply?

Not without losing the application. Paragraph 34K treats an undecided application as withdrawn on the day you leave the UK, Ireland, the Channel Islands or the Isle of Man. If you leave and the application is withdrawn, any new application made after 1 January 2027 gets 18 months, assuming you are still eligible to make one.

Can I work while my Graduate application is pending?

Yes, on your Student conditions, which continue under section 3C if your Student permission expires while you wait. After your course ends you can work full time, and once you have completed and applied while holding Student permission, ST 26.6 allows you to start a permanent full-time job. Self-employment is not allowed until the Graduate visa is granted.

What happens if my Student visa expires before my university reports my completion?

You cannot make an in-time Graduate application, and you may lose the route altogether. The only exception covers an application made within 14 days of expiry with a good reason beyond your control, and it is not guaranteed. Raise it with your university in writing as early as possible and take advice before your permission ends.

Will my partner and children also get 2 years?

Their grant follows yours. Under GR 16.1 and GR 16.2 a dependant’s permission ends on the same date as the Graduate’s, so if you get 2 years, so do they. They must already be in the UK as your Student dependants, or be children born here during your Student permission, and each must apply while their own permission is valid.

Does the change affect PhD graduates?

No. A PhD or other doctoral qualification still attracts 3 years, whether you apply before or after 1 January 2027. The exception is an integrated PhD student who leaves with only the master’s award, who is treated as a master’s graduate.

Can I extend an 18-month Graduate visa later?

No. The Graduate visa cannot be extended and GR 1.4 allows only one grant. To stay longer you would need to switch to another route, most often the Skilled Worker visa, before your Graduate permission ends.
