The employer pays no Immigration Skills Charge on the Scale-up route, making it significantly more cost-effective than Skilled Worker sponsorship for businesses that qualify.

This is the primary route for established businesses that can demonstrate qualifying growth. To meet the standard definition, the business must have:
The three-year period must be in the three years immediately before the business applies for Home Office approval to sponsor Scale-up workers.
The Home Office verifies this data automatically through HMRC records, businesses do not generally need to submit documents for the growth test itself. The HMRC cross-referencing process uses PAYE and Companies House data to confirm both the employee headcount and revenue figures. This makes the application significantly lighter on documentation than the Skilled Worker sponsor licence process.
For newer high-growth businesses that cannot yet demonstrate three years of qualifying data, for example because the company was founded fewer than three years ago, or has not yet completed three full financial years in the UK, an alternative pathway exists through a Home Office-approved endorsing organisation.
Endorsed businesses must demonstrate strong growth potential and meet the endorsing organisation's own assessment criteria. The endorsing body reviews the business's trajectory, leadership capability, and growth evidence before issuing a recommendation to the Home Office. This pathway is particularly suited to early-stage scale-ups in technology, fintech, life sciences, and other high-growth sectors where rapid trajectory is established even before three full years of data are available.
If your business already holds a valid Skilled Worker or other Worker sponsor licence, you can apply to add the Scale-up route to your existing licence directly through the Sponsorship Management System, you do not need to apply for an entirely new licence. This streamlines the process considerably for businesses that already have established sponsorship infrastructure and HR systems in place.
Although the Scale-up Visa offers post-six-month flexibility for workers, the employer's compliance obligations apply in full during the initial six-month sponsored period. As a Scale-up Sponsor, you must:
Once the six months are complete and the worker enters the unsponsored phase, the employer's formal sponsor compliance obligations for that individual cease. Once the Scale-up Sponsor Licence is granted, the business can assign a Certificate of Sponsorship to the worker. For the Scale-up route:
A Scale-up Sponsor Licence has a maximum validity of four years. Unlike the Skilled Worker sponsor licence, which has no expiry as long as the holder continues to meet the requirements, the Scale-up licence cannot be renewed or extended beyond the four-year period.
If a business wishes to continue sponsoring overseas workers after the four-year Scale-up licence expires, it must apply for a licence on a different route before the Scale-up licence lapses, typically the Skilled Worker Sponsor Licence route.
